From left, Kenneth Phipps and Toney Mckeever sit beside a donated art work celebrating the 13th amendment as they get raffle tickets from organizer Tim Howard while hanging out and taking in festivities with fellow residents during a Community Cookout and Family Day Sunday afternoon at New River Park, the final event of a week that was full of Juneteenth Day festivities around Beckley. Juneteenth commemorates the general emacipation of African-Americans in 1863, but more specifically the announcement of President Lincoln's proclamation in Galveston, Texas, where in 1865 Union soldiers led my Maj. Gen. Gordon Granger landed there with news that the Civil War had ended and slavery had been abolished.
