The angels represent the lives lost in June's historic flooding, while small teddy bears stitched between the angels represent the children lost in the disaster. The quilt itself was crafted by Virginia residents Lynda lester and Peggy Meadows, relatives of fundraising organizer Hazel Hurley, who sold the raffle tickets for the quilt.
