(Brad Davis/The Register-Herald) Outgoing Wyoming County Schools Superintendent Frank "Bucky" Blackwell is presented with the Distinguished West Virginian Award by Kimberly Gross, regional representative for governor Earl Ray Tomblin, during a retirement reception at Wyoming East High School Thursday evening. Blackwell served Wyoming County for 34 years, the longest serving superintendent in West Virginia history. Thursday also happened to be his birthday.
